Yes, the Third Party Viewer (TPV) policies are a complex and contradictory tangle, virtually useless in their current form. It is kind of a shame, really, as there was an opportunity to build a lot of trust, which seems to have been discarded in some sort of pre-law mashup, heedless of any interaction with existing licenses and agreements for the code.
We can only imagine how and why the TPV policies got to publication in their current form. This is just one imagining. Once again, that's Bob the Evil Prim (story arc starts here), whom you may remember was hired by this alternate version of Linden Lab.
